*Garfield Heights Road Repaving Update*

The City of Garfield Heights Service Department team continues to respond as required to fill in potholes and make repairs in areas that need immediate attention.

A Pavement Condition Rating review was completed in 2019 by our city engineer, OHM Advisors., for all City streets. The condition rating system is based on the means and methods outlined within the Ohio Department of Transportation’s (ODOT’s) Pavement Condition Rating (PCR) Manual. The ODOT PCR system brings a consistent approach to uniformly identifying and describing pavement distress and assigns a numerical value. The higher the number, the better the pavement condition. This information is one criterion used when determining pavement maintenance programs.

The selection process for streets that are included in the annual pavement program are based on the following factors:
1.) ROADWAY CONDITION.
2.) AVAILABILITY OF OUTSIDE FUNDING SOURCES FOR PAVEMENT REPAIRS AND/OR OTHER PROJECTS WHICH WILL INCLUDE PAVEMENT REPAIRS.
3.) LOCATION OF OTHER INFRASTRUCTURE SUCH AS WATERMAINS AND SEWERS WHICH REQUIRES REPAIR OR REPLACEMENT.
4.) AMOUNT OF LOCAL STREET CONSTRUCTION MAINTENANCE AND REPAIR FUNDS THE CITY HAS AVAILABLE.

The methodology that the Team has developed maximizes the amount of total dollars, local and outside funds, which can be committed to repairing Garfield Heights city streets. The total cost to repair/resurface roadways that are currently in unacceptable condition continues to exceed our available funds. This funding gap is likely to continue for several more years as we work to catch up with deferred maintenance. There was a significant gap in the roadway repair program in previous years as the city climbed out of fiscal emergency. It will take some time to restore all roadways to an acceptable condition, but we will continue to move forward.

Please note, with the current condition of the economy, many projects get delayed because of a lack of funding, or material and labor shortages.
